It is difficult define what the exact purpose of the GMPA actually is. On their website they say "GMPA is responsible for ensuring that Greater Manchester Police (GMP) force is providing an efficient, effective and ever improving police service." Really?
When David Abbott made his complaint to GMP about Barnard, he was fobbed off with various excuse and an original "investigation" which stated that their was nothing in his allegations. Unfortunately, that investigation, which was carried out by the Professional Standards Department (PSD) of GMP, was looking into a complaint against a member of that department. Not only is that wrong, the so-called "investigation" failed to even take a statement from a leading witness in the complaint. Thorough then wasn't it.
This alerted David to the notion that all was not well in the PSD and that they were not batting with a straight bat. Ever diligent he looked further into the matter and contacted the "Independent" Police Complaints Commission to ask further advice. He was understandably shocked when he discovered that the PSD do not come under the IPCC for complaints. Well that is what they told him at first. On further checking he found that to be untrue and discovered that the body responsible at the first instance for looking into complaints about members of the PSD or senior officers of GMP such as Commandant LeFarce the Chief Con, is the Greater Manchester Police Authority or GMPA as they are commonly known.
On their website under the section marked "about GMPA" it says the following

Greater Manchester Police Authority (GMPA) was established in 1995 to make sure the Greater Manchester Police (GMP) force is accountable to the people living and working in Greater Manchester, and that the public can have their say in how the area is policed.
The Authority:
• Sets policing priorities and monitors the performance of GMP
• Appoints the Chief Constable and the Chief Officer team which includes the Deputy Chief Constable and a team of Assistant Chief Constables and Assistant Chief Officers (the latter are civilians and not police officers)
• Monitors the handling of complaints against the police
• Consults with the people of Greater Manchester to identify their policing priorities and makes sure that their council tax money is spent effectively
• Sets the budget and council tax contributions (precept) to policing
So their we are then, it clearly says that it monitors the handling of complaints against the police. David Abbott got in touch with the GMPA and told them about the refusal by GMP to record his complaint about Barnard and his criminal activities, and asked them to look into the matter. You will notice from the above, that it says that the GMPA was set up to make sure that GMP is accountable to the public of Greater Manchester.
Strangely enough, not only did it reject David's complaint but it used almost exactly the same reasons and words that GMP had used in rejecting the original complaint. Even more strange the IPCC used those very same reasons for rejecting David's complaints to them. That might make people think that the IPCC and the GMPA all protect the police against complaints rather than monitor and over see those complaints.
That might then make people ask what is the purpose of this body that will not even look into complaints about the police force that it was set up to oversee?. When council workers in Greater Manchester are losing their jobs and all of us are suffering from cutbacks, what is the purpose of this bunch of freeloaders who will not even do their job when asked to. Are they so afraid of losing their position on this board that they will turn a blind eye to anything Commandant LeFarce and his troops will do? Apparently so.

There is more ongoing correspondence which will be published at a later date but it seems (at present) that the GMPA has now decided to actually take our complaint against the Chief Officer a bit more seriously. Watch this space.
It seems that the GMPA consists of around 15 members all of whom no doubt claim expenses. Part of their remit is to oversee complaints about Greater Manchester Police. According to Nigel Battersby their solicitor, since 2005, approximately 255 complaints were received by GMPA of which 222 were referred back to GMP to deal with.Complaints made by members of the public to GMPA that they dealt with were just 3. In all that time the GMPA investigated just one complaint. Setting aside the obvious discrepancy in numbers between complaints made and complaints dealt with, you would have to ask just what is the purpose of GMPA dealing with complaints if they refer them back to the police? Why do they need 15 members all claiming expenses when people are losing their jobs?
