In a report on the BBC today the IPCC has slated the British Police for their appalling record in dealing with the public's complaints against police officers.
In this long running saga of David Abbott's complaint against Peter Fahy, the Chief Officer of GMP, David has turned to the Courts to try to overturn the bizarre decision by the IPCC to grant dispensation to the GMPA from investigating Fahy. We say bizarre because it was the IPCC who told the GMPA to record the comp[laint after they had spent so long refusing to do just that. In telling the GMPA to record the complaint the IPCC said that the complaint was valid and should be recorded. The IPCC then turned round and changed their mind when asked by the GMPA for dispensation from investigating the complaint due to it being "vexatious and oppressive and being without foundation".
Over the last 4 years one things has become all too obvious. Greater Manchester Police and the Greater Manchester Police Authority will do anything to prevent Kristian's conviction being overturned.
As 2011 draws to a close, I find myself asking where has this year gone? It seems to have been eaten up completely. We are currently no further on in our quest for Justice, still banging our heads against walls and still having to fight through institutional corruption and arrogance.
It is difficult define what the exact purpose of the GMPA actually is. On their website they say "GMPA is responsible for ensuring that Greater Manchester Police (GMP) force is providing an efficient, effective and ever improving police service." Really?
An update just in from David Abbott. He tells us that the GMPA have suddenly decided to take his complaint seriously and are going to provide him with a substantive answer to his letters whatever that means.
David Abbott tells us that the GMPA failed once again to deal objectively with his complaint. David had made a complaint to the GMPA about the Chief Constable of GMP Peter Fahy, and asked the GMPA under the requirements of the Police Reform Act 2002 to record his complaint........
