David Abbott tells us that the GMPA failed once again to deal objectively with his complaint. David had made a complaint to the GMPA about the Chief Constable of GMP Peter Fahy, and asked the GMPA under the requirements of the Police Reform Act 2002 to record his complaint. They chose not to after a long winded explanation from the solicitor representing the GMPA. David is now following the procedure for complaints and has contacted the Independent Police Complaints Commission (IPCC) and appealed against the decision of the GMPA. To save time, rather than explain the ins and outs of the complaints we will be publishing all the correspondence between David Abbott and the GMPA. David has promised to keep us updated as to what happens next.

Firstly a letter from Russell Bernstein the Executive Director of GMPA. This was in response to an earlier letter from David Abbott which complained about the way his complaint had been handled by GMPA prior to the Judicial Review. The one thing to notice is that either Bernstein or Nigel Battersby, the GMPA solicitor answer all letters from the GMPA despite their being a whole host of councillors and independent members of the authority, only these two ever answer. As Bernstein is a civil servant does that mean that oversight of GMP is purely in his hands or does he ever consult members on issues like this. If he doesn't, then why is there a need for the Authority? Perhaps David Abbott might ask under the Freedom of Information Act just who was consulted about his complaint and were any authority members actually consulted or do they simply do as Bernstein and Battersby tell them?
